| The Scrooges and Angels list is the Secretary of State's
annual listing of those charities that represent some of the best and worst
of charitable giving. Originally, the Secretary of State listed just the
Scrooges - those registered charities that keep their received donations,
giving little or none to their listed charitable cause. Soon, the Secretary
of State's office decided to also recognize some of the many good charities
that gave almost all of their received donations to their charitable cause.
These are the Angels, those who exemplify charitable work, and the list is
simply representative of all of the good that thousands of charities do each
day.
The lists' purpose is to encourage "good giving." In other words, donors
who are educated about where their money goes will make better and more
informed decisions when they do give. The lists are also intended to
represent the industry as a whole; national, regional and local charities
are chosen as well as charities representing a wide range of charitable
causes. The lists are not complete: there are many good - and bad -
charities. The Secretary of State's office urges all potential donors to
check out a charity before they give.
