Before any town or community incorporates as a municipality, it must first file its plan with the Secretary of State in accordance with S.C. Code 5-1-10 et. seq.  Please contact the Secretary of State before starting this procedure.  Copies of the municipal incorporation statute are available by calling the Secretary of State's office.
